Washington REALTORS® is providing a new online clock hour class covering new laws that will directly impact the supply of housing at the local level, including:

  • HB 1923 – Passed during the 2019 Legislature. This law enables cities to develop Housing Action Plans and adopt new ordinances to increase housing supply and density inside Urban Growth Areas.
  • SB 5254 – Passed in the 2018 Legislature. This law modifies the Growth Management Act process to evaluate the supply of Buildable Lands.
  • SB 6091 – Passed in the 2018 Legislature. This law was the “Hirst Fix,” which overruled the State Supreme Court’s Hirst water rights decision that effectively prohibited well drilling in many parts of Washington State. The legislation includes local watershed planning processes and rule making that will occur over the next few years.
The online class will include background information on the state’s Growth Management Act process that provides the framework for implementing recent legislation, and the state’s water code and local water availability requirements for building permits and subdivisions. In addition, the class will describe resources and services available from Washington REALTORS® and the National Association of REALTORS® to assist local associations in successfully participating in the local implementation of these new laws.

Bill Clarke
Bill Clarke is an attorney and lobbyist based in Olympia who serves as Policy Director for Washington REALTORS®, and also provides legislative and legal services for a variety of businesses, utilities, local governments, and non-profit organizations. He is a former member and chair of the Washington State Pollution Control and Shorelines Hearings Boards, which hear appeals of state and local permit decisions. Bill is a graduate of Whitman College and the University of Montana Law School.
